Experto advierte que el Congreso deberá reconstruir la planeación
México enfrenta grandes desafíos en cuanto a la reconstrucción después de los sismos de septiembre del 2017, pero el experto Carlos Martínez Velázquez advierte que el problema no solo se encuentra en la financiación de la reconstrucción sino también en la planeación de la misma.
Martínez Velázquez, who is the director of the Center for Housing and Urban Development Studies at UNAM, argues that there is still a lack of a comprehensive, long-term plan for remaking affected areas and rebuilding structures that are better equipped to withstand future natural disasters.
The lack of careful planning could lead to funds being wasted on projects that are not sustainable or could actually put people in harm’s way, he warned. He added that there is also a danger that some communities could be left out of reconstruction efforts altogether.
The expert proposed that the government and other stakeholders must create a plan that considers the specific needs and demands of each community, along with taking into consideration geographic and environmental factors. He proposed that the plan must be flexible and must be able to adapt to a variety of circumstances.
Martínez Velázquez also advised Congress to include the voices of the communities in the process, in order to ensure that their needs are being represented. He added that the plan must also be centered around sustainable development, which will require investments in education and job training for affected communities.
Overall, the expert believes that creating and implementing a successful reconstruction plan will require a high degree of coordination and communication among all stakeholders. Enacting such a plan will be crucial in rebuilding areas of Mexico that were devastated by the earthquakes, and will be vital in creating a safer and more sustainable future for all.
